This reconstruction project was a federally-funded, residential roadway project sponsored by the City of Spirit Lake. HMH was hired to perform the CE&I services for the project. The project was designed by another firm and HMH coordinated with them throughout the duration of the project when questions or conflicts arose related to the construction plans. The project included total roadway reconstruction and widening of a 1.1 mile section of outdated residential roadway, located within an urban section of town with numerous residences and two schools. Weekly meetings were held to solicit concerns of the residences. These meetings addressed the needs of local residents and were used to coordinate between the Contractor, Agencies and Consultant. During construction it was realized the planned stormwater design would not be sufficient. The HMH team secured over 20 property use agreements and modified the existing swales with a system of swale drain pipes, drywells and catch basins to adequately treat, store and discharge the runoff. The swale drain pipes were adapted from the City of Coeur d’Alene’s standard and installed using a vacuum truck to minimize impacts to existing swales. The project will be completed in the summer of 2014 when the contractor chip seals and stripes the roadway. Total construction cost of 10th Avenue is $1.6 million.
